Yes. Under HEA §479A (20 U.S.C. §1087tt) every financial aid administrator can adjust cost of attendance, SAI data elements, or dependency status case-by-case with documentation. Schools may not maintain a blanket-denial policy and may not charge for the review.

The statute enumerates: recent job loss, dislocated-worker status, homelessness, unusual claimed losses, K-12 tuition, uninsured medical/dental/nursing-home expenses, child care, additional family members in college, severe disability — and the list is explicitly non-exhaustive.

Accepted Answer

Unusual circumstances where you cannot contact a parent or contact poses a risk: human trafficking, refugee/asylee status, parental abandonment or estrangement, parental incarceration (20 U.S.C. §1087vv(d)(9)). Parental refusal to pay or file the FAFSA does NOT qualify — but opens an unsubsidized-loan-only lane instead.
